This section highlights the incentive programs, development tools, and public-agency resources currently being evaluated for Norwood Studios Live & Work. As part of the project’s early predevelopment and due diligence process, the TTC Trust is reviewing potential options that may help improve long-term feasibility, including development impact-fee deferral programs, affordable-housing incentive programs, eligible fee reductions or waivers, infrastructure and utility coordination, housing and economic-development resources, public-private development opportunities, and local, state, and federal financing resources available to qualifying projects. The property is not currently located within a federally designated Opportunity Zone, and no incentive, fee benefit, funding source, financing program, public assistance, or agency participation has been approved or guaranteed. All potential incentives remain subject to eligibility requirements, final project design, affordability structure, market and financial feasibility, funding availability, regulatory review, and agency approval.

City of Sacramento Virtual Meeting and Incentive Discussion

On July 9, 2026, the Trustee of the TTC Trust participated in a virtual meeting with representatives from the City of Sacramento’s Economic Development team, development staff, and the Councilmember’s Chief of Staff to discuss Norwood Studios Live & Work, a proposed mixed-use redevelopment in North Sacramento.

The meeting focused on the preliminary project vision, infrastructure and utility considerations, the existing storm-drain easement, housing affordability, development costs, and potential programs that may help improve long-term project feasibility.

During the discussion, City representatives explained two potential development-incentive pathways that may be available, subject to eligibility and future review:

Development Impact-Fee Deferral

City staff explained that certain development impact fees may potentially be deferred until a later stage of the project, rather than being paid earlier in the development process. For example, if construction takes approximately two years, qualifying fees may be postponed until the project is completed or ready to open.

A fee deferral does not eliminate the fees. It may help reduce the amount of capital required during the early design, entitlement, permitting, and construction stages by delaying payment until later in the development process.

Affordable-Housing Fee Incentives

City staff also explained that certain fees may potentially be reduced or waived when a qualifying development includes affordable housing and agrees to maintain the applicable units as affordable for a required period.

During the meeting, a potential 20-year affordability commitment was discussed. The final requirements would depend on the applicable City program, the number and type of affordable units, income restrictions, rent limitations, regulatory agreements, compliance requirements, and formal agency approval.

The Trustee was asked to consider the intended occupants of the proposed studio units and whether an affordable-housing component could be incorporated into the project. The TTC Trust has not made a final decision regarding the affordability structure and continues to evaluate workforce-oriented, market-rate, and affordable-housing scenarios.

Current Status

The July 9 meeting was an early-stage coordination and information-gathering discussion. It did not constitute:

  • Project or entitlement approval
  • Confirmation that Norwood Studios qualifies for either program
  • Approval of a fee deferral, reduction, or waiver
  • A funding or financing commitment
  • A public-agency endorsement
  • Authorization to begin construction

The TTC Trust must first complete additional due diligence, technical analysis, financial feasibility review, project design, affordability evaluation, and applicable application procedures.

Any future incentive will depend on the final development program, affordability structure, program requirements, available funding, regulatory review, and formal City approval.

The TTC Trust continues to evaluate both pathways as part of a disciplined effort to determine whether the proposed redevelopment can be structured in a financially responsible manner while supporting workforce housing, neighborhood investment, and long-term community value in North Sacramento.
