The incentive pathways described below were discussed for informational purposes during an early predevelopment coordination meeting with representatives of the City of Sacramento.
No incentive application has been submitted, no eligibility determination has been issued, and no fee deferral, fee reduction, fee waiver, grant, subsidy, loan, financing program, or other form of public assistance has been approved, awarded, committed, or guaranteed for Norwood Studios Live & Work.
Any future participation in these or other development programs will depend on:
- Final project design
- Housing and affordability strategy
- Engineering and infrastructure requirements
- Market and financial feasibility
- Applicable program requirements
- Funding availability
- Formal application procedures
- Regulatory review
- Written approval by the appropriate public agency or program administrator
City of Sacramento Coordination Meeting
On July 9, 2026, representatives of the ownership participated in an early predevelopment coordination meeting with the City of Sacramento's Economic Development team, development staff, and the Council District office.
The discussion focused on:
- The preliminary redevelopment vision
- Infrastructure and utility coordination
- The existing storm-drain easement
- Housing affordability
- Development costs
- Potential programs that may improve long-term project feasibility
During the meeting, City representatives described two potential development incentive pathways that may be available to qualifying projects, subject to program eligibility, formal application procedures, regulatory review, and written approval by the City of Sacramento.
The meeting was informational in nature and did not constitute project approval, entitlement approval, funding, or confirmation of eligibility for any incentive program.
Development Impact-Fee Deferral
City representatives explained that certain qualifying development impact fees may be eligible for deferral until a later stage of the development process, subject to program requirements and City approval.
A fee deferral postpones the timing of payment; it does not eliminate or waive the applicable fees.
Depending on the applicable program and project schedule, a fee deferral may reduce the amount of capital required during design, entitlement, permitting, and construction by delaying payment until a later stage of development.
Participation in any fee-deferral program will depend on project eligibility, formal application procedures, regulatory review, and written approval by the City of Sacramento.
Affordable-Housing Fee Incentives
City representatives also discussed incentive programs that may reduce or waive certain qualifying development fees when a project includes an eligible affordable-housing component and satisfies applicable program requirements.
During the meeting, a potential affordability commitment of approximately 20 years was discussed. Final requirements will depend on the applicable program and may include:
- Required affordability periods
- Household income restrictions
- Restricted rental rates
- Regulatory agreements
- Ongoing compliance and reporting requirements
- Formal agency approval
The City also asked who the anticipated residents of the proposed studio units would be and whether an affordable-housing component might be incorporated into the project.
The ownership has not selected a final housing strategy and continues to evaluate workforce-oriented, market-rate, mixed-income, and affordable-housing scenarios as part of the ongoing predevelopment process.
