Project Progress
Norwood Studios Live & Work is a proposed owner-led mixed-use redevelopment centered on Parcel 26 in North Sacramento and is currently in the predevelopment and due diligence phase.
The TTC Trust is working to establish the technical, financial, legal, regulatory, infrastructure, and professional foundation necessary before advancing into final design, entitlement, financing, permitting, or construction.
The proposed redevelopment is centered on Parcel 26, an approximately 3.529-acre site at 2885 Norwood Avenue. Parcel 25 remains an active TTC Trust-owned neighborhood retail property fronting Norwood Avenue. Parcel 27 is separately owned and is not part of the proposed redevelopment.
No final site plan, entitlement approval, financing commitment, construction contract, permit, incentive approval, or development schedule has been established.

These activities are intended to determine whether the proposed project can be advanced responsibly, financially, and in accordance with applicable requirements.
Conceptual Redevelopment Plan
The current Norwood Studios concept illustrates one potential arrangement for Parcel 26. The preliminary program includes:
- Approximately 60 workforce-oriented studio apartments
- Four live/work units
- A Youth Learning & Tutoring Center
- A potential Neighborhood Public Safety Space
- Community gathering and landscaped outdoor areas
- Approximately 64 parking spaces, subject to final engineering
- Retention of Sanchez Taqueria, subject to final planning and tenant coordination
- Evaluation of conventional and 3D-printed concrete construction methods
The conceptual plan also identifies the storm drain easement as a preliminary no-build planning area and shows Parcel 25 and Parcel 27 for location context only.
The plan is not surveyed, engineered, entitled, approved, or construction-ready.
Development Incentives and Financing Resources Under Evaluation
The TTC Trust is evaluating potential development incentives, financing resources, technical-assistance programs, and public-private development tools that may support the proposed Norwood Studios redevelopment.
The property is not currently located within a federally designated Opportunity Zone. Opportunity Zone eligibility is determined by the federal designation of the applicable census tract and is not based on the property owner’s background, the proposed development concept, or whether the project is being led by an independent or first-time developer.
Although Opportunity Zone tax benefits are not currently available to the project, the TTC Trust is continuing to evaluate other programs that may improve project feasibility if all applicable eligibility requirements are satisfied.
Independent and Owner-Led Development
Norwood Studios is being advanced by the TTC Trust as an independent, owner-led redevelopment initiative.
As an independent property owner and project sponsor, the TTC Trust is evaluating programs and financing resources that may be available to qualifying emerging developers, small-scale developers, community-oriented projects, workforce-housing projects, and owner-led development teams.
Eligibility is not automatic. Each program has its own requirements, application procedures, funding limitations, underwriting standards, affordability requirements, deadlines, and approval processes.
The TTC Trust will only describe a program as secured or approved after receiving formal written confirmation from the appropriate agency, lender, investor, or program administrator.
City of Sacramento Coordination
July 9, 2026 Predevelopment Meeting
On July 9, 2026, the Trustee met with representatives from the City of Sacramento’s Economic Development team, development staff, and the Council District office to discuss the preliminary Norwood Studios redevelopment vision.
The discussion addressed:
- The preliminary mixed-use development concept
- The property’s current Opportunity Zone status
- Development impact-fee programs
- Affordable-housing incentives
- Potential eligible fee reductions or waivers
- Infrastructure and utility considerations
- The existing storm drain easement
- Project feasibility
- Potential next steps in the City’s development-review process
City representatives provided preliminary information regarding programs, requirements, and areas requiring additional review as the project becomes more clearly defined.
The meeting was an early-stage coordination and information-gathering discussion. It did not constitute project approval, entitlement approval, confirmation of incentive eligibility, a funding commitment, an endorsement, or authorization to begin construction.
Opportunity Zone Status
The property is not currently located within a federally designated Opportunity Zone.
The TTC Trust is therefore evaluating alternative development programs, financing resources, technical-assistance opportunities, and strategic partnerships that may support project feasibility if applicable eligibility requirements are satisfied.
No program, incentive, fee deferral, fee reduction, fee waiver, grant, financing source, public assistance, or agency participation has been approved or guaranteed.
Meeting Follow-Up
The meeting identified several areas for continued evaluation, including:
- Utility and infrastructure capacity
- Storm drain easement restrictions and maintenance requirements
- Affordable and workforce-housing scenarios
- Potential development-fee programs
- Project-cost and financial-feasibility analysis
- Professional team assembly
- Potential development and capital structures
These matters remain part of the TTC Trust’s continuing due diligence.
Important wording correction
The current page calls the storm drain easement a:
“preliminary no-build planning area”
That may be too definite unless title, engineering, and City review have confirmed it.
Replace it with:
The current conceptual plan treats the storm drain easement conservatively as a significant planning constraint pending confirmation through recorded-document review, survey, civil engineering, utility coordination, legal review, and applicable City review.
Infrastructure and Utility Coordination
The TTC Trust is reviewing potential infrastructure requirements affecting Parcel 26, including:
- Water and sanitary sewer service
- Storm drainage
- The existing storm-drain easement
- Electrical and gas service
- Telecommunications
- Fire-flow requirements
- Emergency access
- Utility connections
- Potential off-site improvements
Infrastructure requirements may significantly affect project design, construction cost, phasing, and overall financial feasibility.
Conventional and Mission-Oriented Financing
The TTC Trust is also evaluating potential private and institutional financing sources, which may include:
- Conventional construction loans
- Permanent financing

- Joint-venture capital

No lender, investor, or financing source has committed capital to the project.
Strategic Development Partner Sought
The TTC Trust is seeking an experienced strategic development partner or multidisciplinary development team to assist with the next stages of Norwood Studios.
The ideal partner would provide relevant experience in:
- Multifamily or mixed-use development
- Workforce or affordable housing
- Project feasibility and development budgeting
- Entitlement and regulatory strategy
- Civil engineering and utility coordination
- Architecture and design management
- Capital-stack development
- Construction and permanent financing
- Incentive-program evaluation
- General contracting or construction management
- Project phasing
- Long-term property operations
The TTC Trust contributes land control, long-term ownership, operating experience, neighborhood knowledge, existing businesses, preliminary planning, and direct project oversight.
The property is not presently being marketed as a conventional land sale. The immediate objective is to identify the right strategic partner, professional team, financing structure, and development pathway.
